Are USPS Forever Stamp Clearance Sales Legitimate?

A small discount from a known authorized retailer can be legitimate, but a deep “clearance” discount on current Forever stamps is a major counterfeit warning. Price alone cannot authenticate a stamp; seller identity, source and the physical item matter.
How much of a discount is suspicious?
The U.S. Postal Inspection Service warns that counterfeit stamps are often marketed in bulk at roughly 20% to 50% below face value. Its guidance says USPS does not sell stamps below face value and recommends USPS or approved postal providers. Legitimate warehouse retailers may offer very small discounts through their arrangements. That distinction is more useful than a blanket claim that every discounted stamp is fake.
Compare the real total cost
| Option | Possible saving | What to verify |
|---|---|---|
| USPS or approved provider | Face value or a small retailer discount | Provider identity, current price, quantity and fees |
| Older fixed-denomination U.S. postage | Sometimes sold below combined face value | Authenticity, unused condition and exact denominations needed |
| Online or metered postage | May have service-specific commercial pricing | Eligibility, subscription, label and mailing requirements |
| Unknown seller’s deep Forever discount | Apparently large | High counterfeit risk; do not treat a coupon or test photo as proof |
Add shipping, membership charges, minimum purchase, subscription costs and the risk of unusable postage. A percentage discount is not a saving if mail is rejected, treated as abandoned under counterfeit-postage rules or must be paid again.
Check a promotion before buying
- Identify the legal seller and verify its address and contact information independently.
- Confirm whether it is listed as an approved postal provider; a logo displayed by the seller is not enough.
- Read the exact stamp type, count, format, price, shipping, return and payment terms.
- Be wary of urgency, huge inventory, copied images, overseas sourcing for current U.S. issues or payment methods with weak recourse.
- Do not rely on ultraviolet light, a barcode scan, appearance or successful passage through one mail stream as conclusive authentication.
What “cheap stamps” can legitimately mean
It may mean a modest retail promotion, a loyalty benefit, older unused fixed-value postage that requires several stamps per letter, or a different postage product with its own eligibility rules. It does not mean a seller can create a genuine current Forever stamp for a fraction of face value. Always compare like with like: denomination or service, number of stamps, total postage value and seller terms.
If you suspect counterfeit postage
Do not use it. Preserve the listing, seller details, payment record, packaging and images. Follow the USPIS counterfeit postage guidance and reporting route, and use the marketplace or payment provider’s dispute process where applicable.
For alternatives, see where to buy postage stamps or browse the current store catalog. This independent retailer cannot remotely authenticate another seller’s inventory.
